help required please

got a pc here that will not boot into windows,it reaches the black loading screen and the bar goes along,but it stops there
i can get into safe mode and everything appears to work
any help would be appreciated

its the kids pc so it could have been messed with
passed memtest okay
looks like a fresh instal,and its a pain on this one to do

how do i run scan disc,i mean what is the command line for it
anything is worth a try before fresh install

i tried to restore first and it failed
currently doing checkdisc before i do full install
