help,throttling & wrong speeds showing in reset bios on z370 motherboard an i7 9700k

Help and advice please...just installed a i7 9700k , in my Gigabyte k3 z370 motherboard, updated to the latest bios, I had a OC i5 8600k in there working very happily for maybe 18 months.....
I have tested the CPU but it keeps throttling, with no OC

I have noticed that for some reason the bios, even with a full motherboard reset bios using the cmos clear on the motherboard, that the speed shows as 4.6mhz, with no OC applied, I check this in windows with the latest version of CPUZ it shows the CPU at the top as 3.6ghz, but it reports all the core clocks as 4600mhz, just like the bios.

So my issue is that when testing the CPU the temps are good, using a h100 v2 AIO, 30 at idle, around 70 at full load.When I test using Prime95 latest version, none of the cores crash, but after one minute or so the core speed will drop from 4600mhz to 800mhz, then up and back down repeatedly.

This is all on default settings...windows is set to high performance mode and nothing else is running in the background.

I cannot understand why a fully reset bios with no changes to settings, no xmp profiles set, nothing changed at all will show the CPU as 4.6Ghz ?

I have tried changing the version c3,c6,c7 etc states to disable, I have set the load line to performance( can't remember its correct name, but it controls the VRM).

I would expect a none overclocked CPU to show the default speed in the motherboard bios with no settings changed and a fully reset bios using the cmos clear on the motherboard.
Help please!

I have also tried reverting to earlier bios version f12 , f13, latest version is f14....all of which are compatible with the i7 9700k.
