Help Upgrading PC

So I've decided to finally start upgrading my pc, it wasn't doing too well.

I've recently upgraded to an RX 580 8gb and decided to buy assassin's creed origins. But the frame rate on High was really unstable and its still around 30/40 on medium.. Is the rx 580 just not cut out for newer games or is it something else like my processor?

And if it is my processor what is a good upgrade? I was thinking Ryzen 5 2600? (and what motherboard to go with the Ryzen if that's a good choice? B450 Tomahawk?)

My current build:
GPU- RX580 8gb
Power Supply - evga g2 650
CPU- i5 3570k
Mobo- Asus p8z77-v l
8gb ram

Would I see a massive difference if i upgraded compared to OCing?

Yeah 1080p.. I just want high settings and 60fps but currently im struggling to hit that
