Help with a new Build for the mother in law!

Ok i can build gaming rigs but this is differant!

She wont be gaming, infact the most strenous thing the computer will be doing is mass uploading photos onto it and going on ebay.
Graphic card is defo an on board job id say!
Also i have an OEM lisence of Vista premium lying about, the machine it was on blew up about a year ago and i upgraded the full rig which is now Win 7, what do we reckons the chances are of putting this OS on the build if i ring up MS and ask them to reactivate due to the motherboard blowing??

Not sure if i should be going AMD for cost?
Not even looked at entry level market stuff for some time so dont have a clue!

Budget is around £500 max (less if possible), but it would be nice to get a monitor with that (again the refresh rate can be box standard, so maybe cheap 19"?)

Mouse and keyboard are not required.
