Help with atom build spec

I am planning on building a torrent server/HTPC/oddjob server in a 1U rackmount case. I am thinking of using an atom setup to minimise noise and power usage, since this machine will be on 24 hours a day. So;

I need suggestions for the motherboard. It needs to be low power and silent (ideally passive). It needs Gigabit ethernet and intergrated GPU with HDMI out. Ideally would also like optical audio out and DC power supply. Any suggestions?

On top of that I need RAM. Any suggestions? The cheaper the better. 2GB should suffice. No storage needed other than a boot drive. Any suggestions for a cheap and small SSD? The rest of the storage will be on my NAS.

Suggestions for a slimline Blu-ray drive? Again, the cheaper the better. I am hoping to be able to do Blu-ray rips with this machine. Is that asking too much from the Atom?

Also would virtualizing this machine be too much? I would like to be able to run windows XP alongside OSX or some form of Linux (Ubuntu?). Also if I get a passive Atom setup, I am guessing I would need case fans? I think the case I am looking at ( X-Case RM 100S -D) doesn't include them so I would need some 40mm fans as well (That don't spoil the quietness!)

I would like to get the whole build under £400 if possible, but this can include 2nd hand parts if needs be. Any ideas or suggestions?
