Help with building a Desktop PC

Going on from your other thread, you will need to state a budget, pc usage, pre-built or build it yourself from parts? etc.

Is it just a base unit you need? monitor/keyboard/mouse and speakers? operating system?
 
I'm looking for Desktop to run VMWare ESXi or Hyper-V with no feature only CPU i7-2600, 16GB RAM and Intel or broadcom NIC card for around £700 max if possible.

I haven't built a PC before, so looking for one
