Help with dead pc.

Right bought a new mobo and gfx, an asus a8n-e and powercolor x1800xt 512.
Had problems with it from day one, endless restarts, bsod's etc until now it won't start at all. The mobo light comes on and the motherboard and gfx card fans spin but nothing else. I thought it was problms with the gfx card so took it to a local pc shop who said they tested it and it didn't work on their pc so I sent it back to ocuk who have tested it and say it tests fine.
So I guess it's either my mobo or psu. what does it sound like to you guys ?
My psu is a Zalman zm400b-aps 400w. my other specs are 3500 a64 newcastle and 2gb geil value in 4 512mb strips. I live in the sticks and all the pc shops round me are carp, so I can't take it to one for them to test it.

Help me please, with my pc not working I'm forced to watch the soaps with my wife and I just can't take much more of it. ;)

The PSU seems a reasonable spec and even if it was a bit lower power I'd expect that to show up when under load, not at POST.

Sadly only way to be sure is to test with swapping out components. I do think your PSU is pushing it for the PC spec though but should be fine to boot.

If you only purchased the graphics & mobo & then started having problems. Considering OcUK states graphics is ok, i would suspect the mobo is at fault.
That PSU should be able to handle the graphics & other stuff ok, i would imagine.
