Help with father slow min pc

My father has a intel atom I think it's single core with 1 gb ram only uses it for net etc , but the hd is always on and takes ages to load things, would putting a small ssd say 30 g and installing windows 7 home speed it up ?

I would try a 2 - 4Gb single slot memory upgrade first. For an SSD and windows 7 I would use a 60Gb min. size.
