Someone is offering me a HIS 7850 2GB GDDR5 for £40.

Tbh, I think with 2GB GFX RAM it will run GTA V, just not on max settings if that's going to be acceptable to you
For £40 its not a bad deal and is still a capable card mate...try get him down to £35

Which is the cheapest gpu i could get to run GTA V on highest settings on 1920x1080
With it not being released yet its a bit of an unknown quantity tbh,
looking the recommended specifications that have been released by Rockstar they are quoting at 7870 / GTX 660 graphics card which is pretty reasonable....BUT
They are also recommending at least 4 core processors even for the minimum specs (I admit it is a Q6600) but the recommended is stating i5 or better
With that in mind it might be more sensible to be frugal with the GPU spend and invest in an i5 rather than blowing £200 on a big graphics card which then is bottlenecked
I would personally pick up that 7850 for the £40 (or £35 if you can blag it) and give it a go with your i3 as the Haswell architecture aren't slouches.
max settings are not the be all and end all when it comes to games. I would rather have a stable frame rate and a few bits turned down with an improved gaming experience
