Help with I5 + 980ti problems.

I'm looking for some advice on my setup;

Cooler master 212x cooler
I5 4690k @ stock
Evga sc+ 980ti @ stock
8gb 1333mhz ddr3 corsair lpx
Z97 asus-AR mobo
Evga 850w p2 PSU
256gb adata su800 ssd
2tb Seagate barracuda HDD

So basically I've had this build for a while now and I did have an h60 installed on my CPU but the seals broke? I know right. Luckily it didn't leak too much fluid and only landed on the psu, so I recently replaced with a cm 212x.
At the moment I get really bad performance at stock values, msi afterburner shows good stats, sometimes the GPU led on the mobo appears. Had to run it in the second slot for a while as the top wouldn't work, Now its swapped. Motherboard RMA perhaps? To cut to the chase am I experiencing a bottle neck due to the stock value of my CPU? I've now clocked it to 4.4ghz at 1.25v on the auto feature and frames have sorn through the roof like what I had before the AIO broke.

Just wondering if that would be the issue? I am looking to upgrade to a ryzen 7 1700 soon but can't justify the cost unless needed.
I'm an amateur at best with over clocking too scared to do it myself lol.

I'd probably contact Corsair. Seems a bit harsh to RMA the board for dead slot when it's had water damage from a failed AIO. Yeah a stock Intel quad core will bottleneck the graphics card.
 
Keep an eye on the vcore under load if you've used the auto overclock feature, it may be pulling more than that without you knowing.
