Help with improving the quietness of my PC

So I need some advice on getting a quieter PC.
I think the sound is coming from the inside of the PC possibly as I have my fans connected to a fan controller and when I set the front fans and the side fans to the lowest possible, the sound I hear is present at the same volume.

Case: Corsair Carbide R300
Front Fans x2: Corsair SP120
Side Fan x1: Corsair AF120
Exhaust x1 (Back): Noctua NF-F12
Exhaust x1 (Top): Corsair AF120
Optical drive: Which I might just straight up remove.
HDD x1: (Blue WD HDD) I know it makes sound but I don't know how much sound it actually makes. But I'll replace this HDD somewhere in the future and go full SSD.
Hyper Cooler 212 EVO with the original fan it came with: I also don't know how much this fan makes compared to if I were to replace it with a more reputable fan.

That is all I can think of that is making *wooooooooo*/wind sound.
 
Just a logical step why dont you just unplug all your case fans apart from the evo. If you can still hear the sound then unplug the HDD and boot into BIOS or just let it POST. If the noise has gone its the HDD. Simple no ?
 
If it's definitely wind noise, then it's quite possibly just airflow noise, which you will not eliminate without altering the case itself - Different grilles/meshes or complete removal.
 
HDD is not an issue as they don't do "wind sound". Unplug fans and see how it is after. Also what is your PSU? Any graphic card?

With Corsair 300 anything that makes sound will be audible. I believe dampening noise isn't it's strongest feature.

Have you installed CPU cooler yourself? Is the fan profile adjustable in BIOS or has it been connected to 12V and just runs full speed all the time?
 
Put your Noctua F12 on your 212 evo,and put the 212 fan as an exhaust(or another fan you have ) and hook it up to the controller?

I swapped the stock one for an f12,far quieter and better performance
 
Anyone know why front / side / upper exhaust doesn't make too much sound back the back exhaust make this *wub wub wub* sound?

The noctua is doing that noise?
