Help with internet losing connection please

So I bought these parts for a build 2 weeks ago;

Parts came Tuesday last week and I built the PC the same day. I was having trouble with the internet connection on the new PC. My internet kept disconnecting, downloads would stop after a while, IRC was disconnecting a few seconds after connecting. So I put in an RMA request, sent the motherboard back on friday and received a replacement today as I was told that the LAN port could have been faulty. My internet is still disconnecting. I rarely get good speeds while downloading via steam, getting 400kbs for a while while downloading then it will either drop to around 10kbps or just stop downloading. Internet is being slow as hell. I am not getting any of these problems on my other devices. I have updated the BIOS and tried downloading with the firewalls off. Nothing seems to be helping. I've uninstalled the network drivers and restarted the system, that didn't help either. So I now have a new pc which won't work properly :(

I've used the same cables with my old desktop and it works fine with that, so I'm sure there's nothing wrong with the wires.
 
I had a similar problem to this - granted it was with an AMD CPU but the problem was AMD APP acceleration program that was installed and activated in the network adapter. I removed this and instantly fixed my internet speeds. Check your LAN adapter properties to see if AMD app acceleration is there or something similar (may have installed with the catalyst suite for your 290 GPU)

It might actually be called AMD quick stream or AppEx too
 
I had this problem before I installed the 290/ AMD catalyst in my system, reason being I was waiting for a HDMI to VGA adapter, I was using the on board graphics. in the mean time. I've tried to see if any of those softwares are installed on my PC and it seems like they're not. Maybe it could be something wrong with Windows? I have 7 and vista on my other computers which are working fine. I have no idea of what to do now :(
