help with motherboard

Those prongs should push against the motherboard ports creating a snug fit against the IO shield. It's main job, as far as I can tell, is to stop the IO shield moving about when you plug/unplug peripherals. Maybe to help stop it rattling if the case is vibrating, too?

On one IO shield I had, the prongs stuck out quite far, so I flattened them a bit (not all the way).
 
Don't recall which motherboard it was but I did build with one that required two IO shield metal bits to be pulled back at right angles to provide access to a port, so that they ended up "holding" the port. It was strange but the only way to do it as they were literally blocking the port. Try what SiriusB said first, if that doesn't work in your case then just pull them back carefully without breaking them.
