Help with new gaming PC build

Currently building a gaming PC for my friend who bought the stuff on here, we have the PSU connected, CPU in with fan and turning it on for quick check just puts it in a loop - motherboard lights up, fan spins up, then spins down, turns off - repeat.

Z170-Gaming-G3 motherboard
I5 6400
Superflower 650W Golden Green PSU
Corsair carbide 100R

Any help much appreciated, working on it at the moment.
 
The four pin one? I used the lead marked CPU2, there is one called CPU1 which is in two halves, as I understand both the same thing.

I'll check it is fully seated.
 
Disconnect any drives and try one ram stick at a time in all the slots.

I take it you are not using a gfx card?
 
See above, get it to the bare minimum to get into the BIOS.

After that its time to try building outside of the case (use a screwdriver to short the power ON pins)

Then take the cpu out and check for bent pins in the socket.
 
Have taken the board out, connected just the big motherboard power lead and the CPU lead, still lighting up, spinning then shutting down, then repeating in a cycle.

Nothing left but to check the CPU?
 
Just tried another PSU, connected the large motherboard power, and the CPU one, lights up, does exactly the same thing in a shutdown loop.
 
When you seat the RAM, push it part way in, then click in the side with the clip first, then push the non-clip side in. Make sure it's in all the way, it can be deceptively easy to get it not quite in right.
