help with overclocling

hi, I've overclockered my 7700k to 4.8 in the bios but when I start windows its only running at 4.4 for the the cores and and 4.1 the cache, turbo boost is off, specs are in my sig

is there anyway to get the voltage to automatically lower when not in use, it goes to the correct settings when I use gigabyte easytune to set them
 
if enable c1e etc then the voltage will drop as the speed drops. on my i2500k I have at the moment I have those enabled so it runs at 3.3 and jumps to 4.5 when being pushed. The voltage you set it the BIOS is the max voltage it will go to when using full speed but if you have speedstep c1e disabled it will be that speed and voltage all the time. I only ever have those disabled initially when overclocking as it allows me to full see all readings in cpu-z and make sure prime95 and intel burn test are pushing it to the max. Once I know its stable I re enable them and then torture test it again just to make sure.
 
no problem, 1 positive I think I've got the voltage down to 1.25v just wish I could get it to lower when not needed but it doesn't seem to move automatically with any setting I change
