Help with picture..

I've got a picture taken with a mobile phone and a dark club and want to bring out the detail...i have access to photoshop; could someone explain the best way to do it? There's a lot of noise and it is dark but you can make out the photo.

For the brightness of the image I'd recommend using the Curves tool ('Image>Adjustments>Curves' or 'Layer > New Adjustment Layer > Curves'). It's incredibly powerful, and can correct tones without clobbering the balance of the image i.e. you can brighten the dark parts, and lower the light parts at the same time.
