Help with PSU woes

Bit of a weird one this.

I'm switching my HTPC over to run AM1. The previous build (Athlon 4050e on mATX) was running off a 160w picoPSU with 192w brick. I wanted to switch that out to my desktop as I added a gfx card and it was too much for the 90w picoPSU/84w brick combo I had on it (an X2 240e on mITX board).

Didn't work out like that, in fact, here's what I found:

160w pico + 192w brick = no boot
160w pico + 84w brick = boots fine
90w pico + 84w brick = no boot

By no boot, I mean I get nothing, no fan spin, nothing. Interestingly, I do get a buzzing noise from both pico units when the power's connected in the no boot scenario.

I also tried:

PSU board from my ISK 300-65 + its 65w brick = boots fine
PSU board from my ISK 300-65 + 84w brick = boots fine
Old Silverstone fanless 300w PSU = boots fine

I also purchased a 20-pin to 24-pin adapter cable for the 90w to see if that would help, but same result as without.

Worth saying that both the 90/84w and 160/192w combos work fine on my mITX machine.

What I'd like is the 90/84w combo to work, so any suggestions (or has anyone else seen this)?
