Yesterday i stupidly deleted 2 mp4 files that i didnt mean to. My main Windows installation is on the C Drive and the files i deleted were on the E Drive in, E:\Captures\My Records. I have tried recovery programs such as Recuva and GetDataBack to search the E Drive but cant seem to find the files, strange thing is that i see files that would have been deleted months ago, so how come i cant find files there have been deleted less than 24 hours ago??

The files will be gone. Large files such as videos are more difficult to recover because they occupy so much space and as such the sectors they occupied are more likely to get overwritten. Some old deleted files, typically small, can remain on the drive for a long time if the sectors they use to occupy haven't been overwritten since then or the drive hasn't been defragmented in a while.

I still don't think he'll get them back even on a non-primary drive. During the erasing process some of the sectors were most likely overwritten from data chunks being rearranged to fill the big new free space. I'm sure some more advanced recovery software could do a thorough analysis of the raw data it reads looking specifically for MPEG4 stream data but even then the best case scenario would be working video with bits missing. Plus software that can do that costs a lot of money and I don't think it's worth it for what looks like some TV recordings. :p

Ah the good old deleteing accidnelty!

A system restore might be able to retrive the deleted files, its a maybe best thing is to do a restore to a point where you had the files, and see if they are there.

If not, as mentioned before they are probably gone... working in IT this is a all to common mistake :)
