Sounds like Intel Speedstep (edit: could also be called 'EIST' i.e. Enhanced Intel Speedstep) -- disable it in the bios

Is there a reason why you'd want to have it run 100% all the time? I'm pretty certain you won't notice any difference, I mean, it still clocks up if the CPU is in actual use.

Anyway, from this thread, I don't think there's a way or at least one that people have found.

well i have tryed the eist and speedstep also the turbo mode and power modes but nothink seems to be working atm it runs full when im prime95 to test even goes up to 3ghz at times just wanted to have it at 2.8 all the times as its on 1.5 atm

That's perfectly fine, and EXACTLY how it should work.

Gone are the days of the original SpeedStep which was a little flaky (and only in some rare circumstances), it's now completely the thing you WANT to have enabled.

There's absolutely no downsides to leaving SpeedStep enabled.

You need to disable C1E for it not to downclock the multiplier when idle. But it shouldn't matter anyway as other people have mentioned, the cpu will clock up to full speed when a program needs it anyway, I have EIST and C1E enabled and it still runs full load fine when needed.
