As odd as this sounds, if you take a screenshot, does the effect show up on the image?

It does. I have no idea why its happening. Its really shouldn't be a performance issue. i've messed around with V-sync and anti aliasing which hasn't helped.

Relatively new game so have you upgraded your drivers as they often have game specific enhancements / fixes?

If you set visuals to bare minimum, is it still present?

Same in windowed and full screen mode?
