help with VM internet

i pay for 20mb internet and get it after 5pm-ish but between 9am-5pm i get these speeds ONLY ON WIRELESS (images below) i use wireless N, does anyone know what this is? is it a sign of throttling my connection also it drops down to under 1mb when in ocuk MineCraft server. some more results below:
