Help?

I need help making a sig and my clone brush isn't doing what I need it to.

This image in sig format is what I wanted cropped to the heigh of the car, but when I scale to 75px high it is short and Im trying to clone the background to fill out to 400 px.

something like this, you can see my attempt at cloning but it looked wrong and wasn't getting enough background and don't have skills to remove the car and place on another background as I wanted the car to the left and not centred.
