spec me - budget 400

i will buy 2 x 560 radiators is this enough for sli 780 ti + x99 haswell incoming?.

I would also want to cool the motherboard.

how much better is cw than clc?.

Can't really spec you for a CPU and motherboard that haven't been released yet.

2x 560 rads are more than enough for any system, though I am wondering what case you're fitting them into?
 
Yeah im a bit stumped too and i think you're asking a hell of a lot (without knowing a hell of a lot).

A single 560mm rad cost nearly £100
A single 780ti waterblock costs nearly £100

Thats your budget gone already..

Im not sure i know of a case that can take 2 x 560mm rads.

What case are you planning to fit this in?

650 budget would cover a custom loop for just about anything, but you might start running into issues sooner than you think if you're just going to throw money at it without planning. Are you mounting the loop outside a case? I can't think of any reasonably priced cases that take 560 rads - let alone two of them, so is this included in your budget?

Without looking up prices, and taking above price estimates, I'd say

2x GPU Blocks £200
2x 560 Rads £200
1x CPU Block £50
1x D5 pump+Res £100
1x unspecified motherboard block £90
Cheapest fittings available £50~ depending on loop
Tubing £10
Coolant/Biocide/Coil/Water £15
8x Cheap noisy fans £50

Which actually brings you to around £750 without considering for picking components based on quality/looks, or case/additional for unusual setups. With that kind of hardware and a loop of that size, I'd probably be inclined to look at a two-pump setup, too - so add another £50~ at least.

Not to mention noisy fans after spending that much will be annoying - so you'd likely want some better ones and a fan controller, which will add another £100~ or so to the fan pricing.

ETA: Custom loop and CLC shouldn't be considered alternatives. CLC have their place as an alternative to air coolers (they let you move the case more freely, since there's no unsupported weight on the motherboard), but they're not really top performance options.
