Helping an American friend?

Would it be against the forum rules to ask for advice on a PC build for an online American friend? He obviously won't be ordering from OCUK, but I've always trusted and valued the responses on this forum.

Anyone help spec him a $1500 gaming PC?

Would it not make more sense to post on an international forum / american based forum? As prices can vary a lot in regions both in general and and between brands.
