Heman character voice

This is really random, but it's bugging me.

In the first episode of He-Man, there is a character called Zagraz. Apparently voiced by the same person as did most of the other characters. But the voice is very similar to one I've heard used for other characters in other programmes... but I can't think which characters.

Can anyone help me out?

I've just worked out that one of them is Uncle Albert from Mary Poppins. But I'm certain there's a cartoon character too (if not several).

Yeah, I think that for this character he's doing an impression of another voice actors voice, if you see what I mean.
