Past my driving test in 1997 have been on dirt bikes and numerous road bikes even a r1 I want to get a bike license the gov site looks confusing

Everyone has to do the CBT first. EVERYONE. Its about £150, So go get that done. its just a day thing. At that point you can only ride 125cc bikes with L plates.
Then you need to do motorcycle theory test.
Then go find a DAS centre which you will do over 3-4 days and have two tests. Should cost around £1000 all in.
After which you will be able to buy whatever bike you like. Buying a bike is half the cost, expect insurance to be ridiculous in the first few years. Like getting a 1000cc bike as your first 'big bike' will probably net you insurance costs of 1-2K.
