Hibernate, Shutdown Restart, etc Missing in Vista

I have a bit of a strange problem. When clicking on the arrow on my start menu to display all of my shutdown options I am only given Lock, Log Off and Switch User. My Shutdown, Hibernate, Restart and Sleep options have disappeared. I have tried performing a fix detailed elsewhere regarding the gpedit.msc file in which you ensure that the 'remove and prevent access to the shutdown, restart, sleep and hibernate commands' property is set to disable with no luck.

Has anyone experienced the same problem and know of a fix. I am starting to get a bit peeved at having to load a command prompt and manually hibernate/shutdown the system.

if you read my post and read that link, that is the method I have already tried. Really frustrating as I thought that that method would fix it but when I tried last night, nothing.
