High cpu usage, New pc?

Just got a new pc built from a local place (First mistake, But thats not what this post is about) I have an AMD A10 7890k and a 1050ti with 16 GB of RAM. In the past couple of days I have been noticing super high cpu usage upwards of 20-30 on google chrome watching a video. Watching a video in fullscreen has turned into a no go because of rendering issues and super high cpu usage. Talking in voice comms while playing games is starting to become difficult. I have a stream of me playing one of my favorite games (Rocket League) And experiencing some of these issues.(VOD HERE https://www.twitch.tv/videos/126945891) When I first got the pc it was doing all these things perfectly fine but is been about 2 weeks since I got it and the issues just keep coming. Im thinking it might have something to do with windows 10? or just something wrong with the cpu, Rocket league shouldnt be running at 50-60 CPU usage constant. I mention in the stream that I think it might be my internet having an issue, Found out later that it was not. Thanks for the help if anyone has a solution or any way I can try to fix it That would be great!
 
check task manager and see whats using the cpu usage.

It could be windows update running in the background or a number of other programs

Its all rocket league and google chrome with something called SPPSVC Popping up every 3-5 minutes taking up 20%
 
That would be a little bit of spyware from m$, that should disappear once you've activated windows.

You can safely delete the exe if you have.
 
So how do I go about deleting it, Does that mean that I dont have a proper version of windows installed? New to the tech side of computers sorry. Since the issues started I guess you could say ive learned a lot haha
