high dpc latencey since windows re install

ok so since re installing windows over christmas im getting really high dpc latency spikes.
if im watching videos on youtube and browsing the web on my other monitor the audio begins to crackly and sometimes the video becomes choppy but 9/10 times its just the audio.
i started playing through the broken sword series again this week and now im on number 3 its getting worse!
i cant play more than 10 mins without it kicking in and become unbareable.. the audio becomes super distorted and choppy and occaisionally the game lags and stutters the same as it would while watching you tube vids.
i have all the right audio codecs installed and all the right graphics drivers but nothing has solved it.
any ideas where to start?
specs i5 3570 k oc to 4.4
asrock extreme 4 gen 3 mobo
16gig coirsair vengence
msi gtx 1070
only thing i have changed recently is now my gpu is on a pci e riser. but running bench marks etc the card runs how it should.
any help is great thanks as i really wanna finish bs3 and move on to 4
 
using latencymon i get 2 main culprits
nvlddmkm.sys
dxgkrnl.sys

any ideas on how to sort it? as google is bringing up 1000's of things, been searching through them for the last 2 hours with no luck
 
I had this recently too. I'd also updated my BIOS to latest. Once I dropped back a few versions everything was fine again.
 
Tried everything today re installing drivers and then reformatted and the issue was still there. Took out the pci express riser and it solved the issue straight away. Looking online loads of people using the thermal take riser have the same issue.... so now I need to find a good replacement
