High gpu vcore when watching videos.

I have a sapphire 390 with the latest drivers and I also useing msi afterburner(latest version) for OC(+19v/1100/1730)

At idle the voltage sits around 1.0v, when I am gaming it is around 1.1v and when I am watching videos(youtube, vlc, anything really) it sits around 1.2v !!! as a result significantly increasing the temperature 12C above idle.

I try to figure out why this is happening and it turns out that the vram OC is somehow causing that. If I just leave the vram at stock 1500mhz then it stay at around 1.0v when watching videos. what a weird bug :o

should I just ignore it? I mean it is ok to have the vcore at 1.2v for extended periods of time?
