High idle temps A6 7400K

For some reason I've having massive hassle with this new HTPC I've been building. I have just installed everything but for some reason my temperatures are extreamly high. It idles at around 60-70C in Windows and the BIOs.

I've tried reseating the cooler many times, reapplying thermal paste etc but no luck.

Specifications:

A6 7400k APU with stock cooler
GA-F2A68HM-HD2 Motherboard
4GB Hynix RAM
430W Corsair CX PSU
Fractal Design Core 1100 case

I'm really confused as to why I am getting these high temperatures. Even in 45W mode, the temperatures are very similar.

The fan is set to run at 100% in the BIOs and the temperatures are still around 70C.

I looked in the BIOs and the CPU voltage was set to 1.34v! Sadly there's no setting in the BIOs to turn down the voltage :( Though oddly in CPUz it only really hovers around 1.25v.

I've ordered a new cooler in case I'm just being a nublet and can't install the stock AMD cooler, though I've tried many times and it looks relatively straight forward. Even watched a few videos and I've been installing it correctly.
 
Leave it on the bios screen, even with a badly fitted cooler leaving it on the bios screen shouldn't result in those high temps, as there's 0 load on the processor.

Rebuild it oustside the case on the box it came in , just cpu and ram, what temp does the bios report now?

Not true. Have seen BIOSes load cpu to max temp whilst Windows temps were fine, load can be like 80-100% easily.. Am assuming all cpu power saving optimisations like HALT etc are not in effect when in BIOS hence the high temps. Not sure about modern UEFI BIOSes but have heard those are high too.
