High Latency and lag ?

hi everyone. just a quick question which has me stumped atm.
when my pc is on the internet and speed is fine, when playing wow I have a latency of around 10-20 which is always been like that.
now when another pc is switched on through the network I get really high ping and lag on the net and really high latency in wow. Then when it is switched off everything goes bk to being fast, I can also download a file and say the speed is 3mb download on that file I still have low ping and latency.

I have done quite a few scans of maleware and spyware etc, and nothing. the other pc has nothing on it according to the owner.

I have looked at updating the router but it doesn't need it. I cant log into to the other computer to do my tests etc.. ive tried setting a priority list for higher bandwidth but it doesn't help.

any help would be cool. oh we never had this problem until a few weeks ago.
which I thought may have been a program but he says theres nothing new.

On the other PC.
Open up Task Manager, go to the Network tab.

Should hover at 0% to 0.05% during normal 'non usage'

Probably something like a torrent program running or spyware.

Even on the 0.8mbit internet in my mum's house, we can have 8 machines in the network with 2 of them playing online games with acceptable pings ~35-50ms. If someone loads anything other than a light website, it will upset the pings.

You can use QoS to overcome this, but you need to tackle the real problem first.

ill check his computer soon hopefully. he doesn't have any torrent programme or anything running as doesn't like that kind of thing.
ive tried the QoS and doesn't make a difference.
the latency in the likes of World of warcraft just go up to about 300-900 plus and just unplayable sometimes when its like that. and we have a 30mb line I think

Firstly you've said you've checked QOS.
Have you set it up to favour your machine?

Otherwise Bledd is fairly right. The other machine is nailing your connection.
