High memory usage after startup

My machine has recently been installed, so it doesn't have any rubbish installed, but the memory usage is REALLY high after startup. Memory usage is at approx 25GB before I start anything. The processes in task manager don't add up to this. It looks like it's only a few GB, so I'm not sure where to look.

In contrast, my other machine uses approx 7GB. Both machines are running Windows 11 and have 32GB. This machine has an AMD CPU but the other is Intel. This machine used to be ok but I have changed from an Nvidia Geforce GPU to a AMD Radeon GPU and changed the storage (all SSD).

I've notice that the machine does tend to freeze briefly immediately before or after login but I do't see anything in the event viewer for this.

I'm confused and not sure where to look. Any ideas

So what you want to know is why the reported memory usage in the processes tab of taskmanager doesn't add up to what's being reported in the performance tab?

Fixed

I did a Windows update and it's all normal now, it even fixed the brief freeze shortly after startup. Memory usage is now 6.5GB and that's with a few things running.

It seems very strange and very bad. I wonder what would have happened on a 16GB machine
