High ping from Steam?

Has anyone experienced this? Since the update for CSS all my Steam games get massive ping spikes every ten seconds or so up to 300 ping?

I know it's steam as I've tried a non steam game now with Steam turned off, and there's no issues. It's like Steam is trying to scan for something.

Anyone got any ideas, I'm going mad :(

I'm running Windows 7 by the way.
 
OK, for the record, I've sorted it.

It was ....


the Sound Card!

No idea how that can cause ping spikes, but I've removed it and I'm using the onboard sound, and its all fixed.
