High pitch beep..

I just sent my girlfriends dad my old 8800gt and he just went to install it.. plugged it all in but as soon as he powered up his pc all that happened was a loud high pitch beep from the pc and pc would not start up. At this moment in time im not sure of his specs so that may be the issue (maybe psu or something).. but are there any other common problems that could be causing this?

I'm 99.99% sure that he forgot to plug the power into the GT

I had this problem once...it was caused by me forgetting to plug in the 6-pin PCI-E power cable into the graphics card.
