 Whenever my pc is turned on it is emitting a very high pitched noise. When I move the mouse the noise changes slightly which seems very strange. Does anybody have any ideas what is causing this???

I reckon it's something to do with your audio setup. Turn your speakers off and see if it still makes the noise. Try different audio output methods aswell. I get this now and again, I think it's some sort of interference.

I take it you were able to boot into windows correctly?
Check all the connections inside your PC, with particular attention to the power cable to the graphics card if you have one?

A mates pc had the same problem, and we narrowed it down to the onboard audio - whenever cpu usage went up even slightly the high-pitched noise was emitted. We fixed it by getting him a pci soundcard, but a driver update/reinstall may solve the problem (but wasn't an option in his case)

where is the sound coming from then? Try booting with your case open to see if you can pinpoint the source

The problem seems to be coming from the PSU when I open the case. It wouldn't explain the change in pitch when the mouse is moved though
