High pitched sound

Hi,

Ive recently built a new pc and am running into an issue where it makes a high pitched whining sound whenever its not doing anything (while i am writing this post for example).

If i do something as trivial as use the scroller on the mouse it will stop while im doing that and restart when ive finished.

Does anyone have an idea where this could be coming from?

What exactly does that do?

I have a tweaked bios with the bundle i purchased, will that effect it anyhow?

Edit - Looks like i dont have that setting, does anyone have any other suggestions?
