High-pitched whining noise

I have an Antec SmartPower 400W PSU which I believe to be the source of this problem. Basically, as soon as the NVidia graphics card driver service starts in WinXP Pro SP2, the PSU emits a very high pitched whining noise. Almost indistinguishable from ringing in your ears. I've checked all the other normal culprits, this problem is not the monitors, hdd's or sound system. Definitely the PSU.

It happens with a GeForce Ti4600 with Omega 66 or NVidia 7x series drivers. Also with 7800GS (AGP) and the 81.98 drivers. So I'm inclined to think that the psu is not living up to its spec rather than too much being demanded of it. The psu should run the 7800GS and certianly shouldn't struggle with the Ti4600. (besides which the problem started before I got the 7800GS).

Any suggestions on how to fix this or is it going to be an RMA situation?

To be very honest, that doesn't sound healthy, I can't help you on this situation, but if the noise is positively coming from the PSU, shut down the PC and get a PSU replacement to avoid permanent damage to other hardware.

By the way, those toons are excellent. :)
