High refresh rate tv's

So there are some tv's that are like 100hz or what ever. How does this work? On a pc it's letting you see more frames but recorded PAL stuff is locked at 25 fps so where's the advantage?
 
It isn't a "true" 100Hz output. It takes the basic input and performs interpolation to form the extra frames from the original data.

This is the reason that a "120Hz" TV can't be used for 3D.
