high temps

spec is as follows:-

shuttle SG31G2
e6600
4gb PC6400 ram

i lapped the cpu and heatsink connected it all up and checked the temps. Speedfan states it runs at 51 while real temps says 56. When i run prime 95 the temps go up to 70 and 72. Thinking these temps were a little high i check the heatsink and its barely hot so i think well the heatsinks not on correctly. so i remove it and check the paste (as5) and its been mounted correctly and now i can't work out whats going on

what case temp/room temp is it running in ?

what voltage have you got on the processor ?

cpu 1.24v
system temp 39'c

i've just noticed in the bios the cpu fan is set to smart fan and is running at 800rpm but at no point have i heard the fan ramp up when the temps increased. i set the fan to full 3800rpm and with in minutes the system and cpu temp were at 33'c idle. This still doesnt explain why the heatsink isnt very hot
