High Vram Usage on desktop

Hi im running a 980ti and a 4k monitor and nothing is running im at idle but my vram reads around 700mb - 800mb on gpuz and msi afterburner is their anyway i can find out what is using all that vram? i use multiple monitors and i have tried disabling all but the 4k monitor and no change then i tried just running at 1080p and no change.

My system uses 620 MB on the primary TX. I've got 12 GB so it's no big deal.

normally it wouldn't be a problem but im running fallout 4 using a lot of high res texture packs and i want as much vram as i can get out of my 6gb also using windows 10
