higher cass vs lower speed

i'm looking at 2 diffrent types of dual channel memory one is 1600 mhz and cass 8-8-8-24 and the other 1866mhz is 9-9-9-24. So is better to offset the lower cass against a faster speed?
 
Go for the higher speed over the cas, you will notice it more. - Although either way there isnt going to be a great difference

You would only notice the difference in benchmarks.

I don't know what system you have but if you look here:

there's hardly any difference between 1600MHz CL8 and 1866MHz CL9.

What's the difference in price between them?

If the 1866MHz is more expensive then I'd say it's a waste of money.

If it's a smililar price then it's six of one and half a dozen of the other.

30 quid difference here are the 2. Which would you go for?

I got C7 1600Mhz when SB first launched but with hindsight i would have got C9 and spent the cash on something else.
