Higher Education maintenance grant

Hi,

I wonder if anyone knows the answer to this question:-

New students to university are eligible for a maintenance grant of £2,700 if they are from a low income household. I went to university back in 1993 and got a few months into the second year of my course before leaving. This meant that I was never entitled to an LEA grant ever again for any future HE courses.

I have got a place at uni this year so I was wondering with the new fee structure that has come into effect, whether they have "wiped the slate clean" and will assess everybody as a new student if they don't already have a HE qualification, or whether I will still be ineligible for this grant and therefore have to survive on the £3000-odd student loan?

I did ring my LEA but I got some dozy woman who said she didn't know until I applied and you can't do that until March/April.
 
Ah - now a quick perusal on the Cheshire County Council website says the following:-

I have attended a course previously - can I have help with the new course?

The rules on entitlement to support for students who have attended a previous course have changed. If you have obtained a degree, no further support will be available. There are however special provisions for students studying for a professional qualification such as medicine, veterinary science, social worker or dentist.

Otherwise, support will generally be considered for the length of the new course plus one year, reduced by the number of years previously attended (a part year is treated as a whole year). Any shortfalls would mean that you would be ineligible for fee / higher education grant support for the initial period but can still apply for other elements of support including a loan for living costs.

Now I spent 1.5 years at university and my new course is 3 years. So I could therefore be elligible for 2 years grant at least? I wonder if they count my 2 years doing Open University work as well? If they do, then I would get zilch. Damn, this is confusing.
