I have a choice of 2 cpus e6700 and e6550, the difference is about a 400mhz clock speed in the e6700's favour, but the e6550 runs at higher native 1333fsb.

Not sure if changing to the e6700 would cause some performance decrease in some circumstances due to the smaller 1066 fsb, and need some clarity.

If it was me I would use the e6700.

Your memory will limit a high FSB for a decent e6550 overclock to make up for the lower stock speed compared to the e6700 (which you can also overclock as well).

Both cpus have the same amount of L2 cache.

Also with the lower fsb you can achieve a better "performance level" or static tRead, this is really important for memory bandwidth.

From my own experience, higher clock speed is better than higher FSB.

I use a 400mhz clock speed when OC'ing my basic Pentium E6300 to 4ghz, with a 10x multi and a rated 1600mhz. I find my memory (DDRII 800) seems to hold back my OC options so I have to run this stock.

If looking at OC'ng ay of the above CPU's you have listed I would also look into better memory.
