HIIT question

Very simple and quick question, if I'm doing the upright bike in the gym at 1 level constantly, but go quickly then slowly every 30 seconds or whatever, that would count as HIIT. But would going at a constant RPM but on 2 different levels count as well? e.g. 60 rpm at level 1 then 60 rpm at level 15?

My heart rate when I do HIIT doesn't go up to 85% though, I'm about to turn 17, so my max heart rate is 203, but the heart rate monitors built into the machines say it is about 195, which is about 96% of my max, and it doesn't really go down to 65%, which is 132, until I've finished the exercise. I was under the impression that you had to go all out during the high intensity bit, and then do very little during the low intensity bits?

Is going at 96% bad for either health, or fat loss reasons?
