I got a hiper psu on the cheap and im worried the fan isnt working, im sure it meant to be turning, any help on how to make it work? i cant return it lol

I recommend you take the cheap hiper psu out of the system and discard it.
That aside, which psu is it, how cheap, and what is it running? Shorting green to black on the 20/24 pin connector with nothing attached to the psu will start it, and make it obvious whether the fan is turning or not.
Also, why can't you return it?

Well it seems its the psu. it runs a system but yeh get to hot. The fan works, i took it out and tested that. Only had short warrenty, I should have tested it before but its for my thunderbird project.

It's really important to not go cheap on power supplies. Not only does buy cheap, buy twice apply but they also have a tendency to die young and kill the rest of the system when they go.
