Is it me or does it just look like a neo vortex slapped on it.

HIS use Arctic Cooling based coolers for the IceQ's. The lower end iceq's use the old style arctic coolers, while the higher end ones use the newer rev arctic coolers but with heatpipes. If I remember right, the older ones have been slapped on HIS cards since the Radeon 9800's and the newer rev ones have been appearing on cards since the X800's, then modified again with heatpipes since the X1900's I think.

Looks like a nice card. Hopefully it won't be priced too close to the HD 4870.

Only issue is HIS horrendous warranty - waiting 6 weeks+ for a replacement card is not my idea of fun. Fortunately the 2 HIS X1900 cards I had previously never had any problems, but it was always a concern.

IceQ is a HIS own brand cooler, I think they're made by akasa or something... Very sexy though. I think I know my next upgrade! :)

Edit: Wait, somebody up there said Arctic Cooling, that sounds about right, knew it was a company that started with an 'A'. :p
