HIS 7950 Fan stuck on full

Just installed my HIS7950 and the fan appears to be stuck on full speed, changing the speed via CCC or HIS iTurbo does nothing. It's at full speed from boot right through to windows loading and does not change.

Is there anything else I can try?

Rest of the spec is Gigabyte Z77M-D3H, i5 3750k, 8 gig samsung green and OCZ ZT650 PSU
 
Maybe there's an issue with the graphics card onboard PWM controller, or the fan connector isn't properly connected, or the connection for the PWM isn't fully pushed in. You might be able to fix whatever it is but would invalidate your warranty by cracking the cooler open and taking a look.

Therefore RMA would be the best option I feel.
