Considering the HIS version of this card is 30 quid cheaper because of its lower clock speed, can it still over clock to the capabilities to the other overclocked 7950's on the market or should I just invest abit extra for one with more capable fans?

HIS 7950 Overclocking Capabilities

I bought the cheapest one i could find and it overlocked to 1200/1575 on stock cooler m8, i think its just luck of the draw really if ya get a good chip, even if its got a better pcb, i keep reading about people not been able to get their chips over 1000mhz.
The ones with the quality coolers on will run quieter and last longer though, depends what ya after really.
