HIS X1900XT IceQ Noise levels

I've built a new PC and am using a HIS X1900XT IceQ graphics card. The system is resonably quiet apart from the graphics card which is putting out a ridiculous amount of noise. It's not too bad when the PC starts up but as I use windows (not even tried a 3D game yet) the noise from the fan increases to a level that makes the PC practically unusable.

I knew the ATi cards kicked out a lot of noise, but I thought the IceQ would provide a decent sound level.

I tried installing ATiTool version 0.24 but that wouldn't give me any control over the card.
 
I've downloaded ATITool 0.25 Beta and that's giving control over fan speed.

After adjusting speed to 100% with ATI Tool and installing the gigabyte monitoring software for my motherboard I've realised that it's not the graphics card that's making all the racket after all, it's the fan on the CPU. :o
